“Ma3an Tanbeeh” allows everyone to submit a complaint regarding any act of negligence or adminstritve corruption within the Ministry of Labor. This includes the use of connections, favoritism, patronage, and looting of public money, which may affect others as well as the Ministry itself.
In line with the deep devotion of His Excellency the Minister of Labor, and His Excellency the Deputy Minister to their work at the Ministry; “Ma3an Tanbeeh” was launched to manage complaints in the best possible way. This program allows people to lodge complaints anonymously, and if they choose to reveal their identities the matter will be treated with the highest confidentiality.
Posting such a complaint on “Tanbeeh” may feel like the wrong choice to some people, as they prefer keeping it to themselves, consider it to be none of their business, or believe it to be just a suspicion. In some cases, people will refrain from submitting their complaint because they feel that they are betraying their managers or colleagues, or harming their own interest as staff members or even beneficiaries of the Ministry of Labor. Moreover, people may worry that they file a complaint against the wrong person, or in the wrong way, which will be difficult to undo.
But when filing a complaint against any act of negligence or corruption within the Ministry of Labor, your report will be secure even if the complaint was classified as unjust. We will not hesitate to deal with any form of harassment or threats that the complainant might be exposed to, and the necessary measures will surely be taken against the harasser.
It is worth mentioning that this promise does not apply to spiteful complaints where the complainant is certain of the untruthfulness of the accusation.

In order to ensure the highest levels of accuracy, reliability, and professionalism, all reported complaints follow a series of steps.
The user should start the reporting process by logging on to the website and clicking on the icon that applies to his or her situation. See the following three options:
- I am a MoL employee.
This option should be selected if the person is a MOL employee, and does not mind revealing his or her identity.
- I am a citizen/expatriate.
This option should be selected if the person is not a MOL employee, and does not mind revealing his or her identity.
- I am a anonymous.
This option should be selected if the person does not want to reveal his or her identity.
Immediately after receiving the complaint, the Ministry’s specialized team starts to process and analyze the information submitted by the complainant. The team then starts collecting information, researching, and canvassing to determine the circumstances of the incident and the involved parties. This procedure aims to ensure and prove that the complaint wasn’t made out of vengefulness, but is in fact based on evidence.
After collecting evidence, verifying the details of the particular circumstances of the complainant, and determining all parties involved, the decision will be taken according to the rules and regulations of the department in which the reported incident took place. Please note that the complainant will not be informed of the decision in connection with the complaint in order to protect the confidentiality of other parties.
Corruption is defined as the abuse of official authority that is given to an individual within the field of his or her work, no matter whether it’s about corruption within the financial field, or the corruption occurs by abusing one’s influence, becoming complacent when implementing a system, showing favoritism, or maximizing personal benefit at the expense of the general interest.
• Bribery
Bribery is defined as the act of offering, receiving, or soliciting of something of value for the purpose of influencing the action of an official in the discharge of his or her public or legal duties.
• Looting public money
Looting of public money happens when someone uses state funds unlawfully, no matter the justification.
• Extortion
Extortion is the practice of obtaining money or property from a person or forcing someone to do something or intentionally omit doing something through force or threat.
• Favoritism / Nepotism
The act of favoring individuals or groups unjustly with a service or appointing to a particular position for reasons of kinship or friendships, despite being unfit or undeserving of the position service.
Because we believe that employees and beneficiaries are the most important contributors when it comes to combatting administrative abuse and corruption, we greatly care for their complete and total protection, even in the event that the complaint proved to be false, or the accusations couldn’t be supported legally.
The complainants’ protection provided by the Ministry continues even after a decision has been made. Users should be aware that their identity might have to be partially or fully revealed throughout the validation process in order to proceed accurately and precisely. For example: a situation may require the confrontation between the involved parties. This is where we underline our commitment towards protecting claimants completely. If a complainant requests more privacy, the Ministry will allow him or her to be represented by its appointed law firm in order to follow up on the whistleblower case, without resulting in any costs or commitments for the complainant.
We pledge to apply the highest degree of accuracy in our investigations before making decisions about any report of administrative corruption and abuse. We also promise to fully abide by all terms of this policy regardless of the nature of the whistleblower case.
Since corruption is a punishable crime, being convicted for an offense such as corruption will be penalized with incarceration or fines, or what the Bureau of Investigation and Public Prosecution deems fit.
Subjects that have been proven wrong because they have not reported witnessed cases of corruption might be held accountable and, therefore, have to bear the consequences resulting there from. We shouldn’t forget the greatness of sin in such matters as Allah The Almighty said: ”The punishment of those who wage war against Allah and His Messenger, and strive with might and main for mischief through the land is: execution, or crucifixion, or the cutting off of hands and feet from opposite sides, or exile from the land: that is their disgrace in this world, and a heavy punishment is theirs in the Hereafter”.



The Ministry of Labor pledge to maintain confidentiality of your data, the disclosure of your information is a personal choice. However, disclosing your information will give a higher priority to your report.
